This study from the UK points out that the number of users of Free Software has not changed dramatically, but that the sophistication of applications has. They also note a change in attitude in that commercial software users have not only heard of Free Software but are now willing to spend the time evaluating its possibilities.

Although this report is generally positive about the trend in the UK, it must also be taken into account that "the UK is a 'third world country' compared with the rest of Europe where it comes to public- and private-sector interest in open-source software." This statement is by Mike Banahan, who is chief technology officer of OpenForum Europe.
